To create a new Provision invoice for a contract, first go to the contract, and then select the invoices menu from the dropdown menu.
This will give you the invoices page for this contract. On this page you will notice a + sign on top, which says Provision next to it. If you click on it you will get the option to make a few different type of Provision invoices.
